Defending democracy through ICT

In Wikileaks times, the role of technology over the defense of democratic values is increasingly important.
 
Transparency becomes the basis of the opportunity to scrutinize rulers. Knowing the reasons for their decisions and their justification, the means and the ends sought.
 
In Colombia, the new administrative procedure code is on that path. Additionally to the traditional theory of the ICT's administrative attributes. Rebalancing the power of information between states and citizens. Achieving dissemination of public decisions that may affect individuals generally or particularly.
 
In Peru, a typical pioneer and maverick by nature, Erick Iriarte, a lawyer, ICT expert and international consultant, among others, has initiated hopefully successfully, a revolution in Peruvian politics in form and background. On the one hand he has "Internet for All", which aims to make a real and not apparent massification of ICT. Moreover, candidate Iriarte took on the challenge of a political campaign carried out in full through electronic media and social networks.
 
One of the challenges of democracy in Latin America is the incorporation of ICT in practice and thus ensuring citizen participation in election processes and in the control and oversight of the rulers. This is his proposal (In Spanish).
