Gabriela Mancero

During the third roundtable discussion organized by the Confederation of European Chambers of Commerce Binational Colombia, President Alvaro Uribe and his cabinet indicated which specific economic sectors in which foreign investment is needed to exist State guarantee absolute protection of such investments and even the possibility that the state is a strategic partner in these investments.

Priority projects for the government could be framed in projects of energy and environment, which basically develop bio-fuel projects and projects for tourism and ecological development (eco-tourism). In the field of bio-fuel the government is giving priority to projects, for example, wind energy; currently it is running a project on achieving fuel by growing and processing of cassava; There is also great potential for the cultivation of African palm.

One of the issues highlighted during the discussion group and with President Alvaro Uribe was the lack of supply of ethanol in Colombia. For some years it was enforced by a law which requires the use of ethanol for fuel but so far failed to implement at all because the supply of ethanol has been greatly reduced. The government emphasized the need for investors to promote this type of investment.

Among the guarantees provided by the government to investor confidence in the country and that their investment will be protected are: (1) Law No. 963 of 2005 by which the possibility of signing legal stability agreements or investment protection when investments exceed one (1) million dollars approximately and (2) the government has shown a series of figures that reflect the ostensible improvement of the Colombian economy.
